Information note for exporters of crude olive pomace oil and olive pomace

The Chamber of Commerce and Industry of Sfax informs all exporters of raw olive pomace oil and olive pomace, that according to the official Tunisian customs circular n°077 of 2022 dated 09-12 -2022, and according to the correspondence of the General Directorate of Foreign Trade of 03/12/2022, included under n° 12310 of 12/05/2022, and that, according to the correspondence of the Ministry of Trade and Export Development referred above, the export of the local products included in the following list was prohibited under all customs regulations.

    And are excluded from this prohibition the export operations in which foreign trade bonds were opened before the entry into force of this procedure.

Information note for all importers and exporters

The Chamber of Commerce and Industry of Sfax informs all importers and exporters of the region that, according to the official Tunisian customs bulletin n° 051 of 2022 of September 09, 2022, the export of waste and scrap of non-ferrous metals has is the subject of procedures which have been seized according to the administrative notes issued for this purpose, in particular under the text Diffusion Générale n ° 44 of the year 2013 referred to in the reference above, the most important of which are:- The effective control of the quantities to be exported before obtaining the export authorization by each of the customs services of the annexation office and the services of the technical center of the mechanical and electrical industries, – Putting the Karshim status and the GPS tracking device /GPRS, – obtaining an export license from the services of the Ministry responsible for trade – Exporting the goods after payment of the tax due according to their weight. In the context of protection against the dangers associated with radioactive materials, whether at import (protecting the country against the entry of radioactive materials) or at export (Tunisian exporters are exposed to significant financial sins when shipments are found to contain radiation from source countries), according to correspondence from the National Radiation Protection Center and correspondence from the General Administration of Foreign Trade to the Ministry of Trade and Export Development referred to in the reference above. above, it has been decided from the publication of this memorandum, the import and export of waste and scrap of non-ferrous metals are subject to radiological control, regardless of the customs regime, according to the following procedures:

1- Procedures during import :

     At the level of the “SINDA” regulations, the tariff headings of non-ferrous metal waste and scrap appearing in the correspondence of the General Administration for Foreign Trade have been subject to radiological control on import (document code in the document of Sinda 711).

Consequently, the customs services of the import office can only release the goods subject to the aforementioned control after presentation by the supplier of a certificate (according to the attached form) attesting that the goods to be imported are exempt from radiation. , issued by the National Center for Radiation Protection on the basis either of the results of the inspection it carries out at the port of entry, or on the basis of a certificate of absence of radiation issued by the competent authorities of the export country.

2- Procédures when exporting :   

At the level of the “SINDA” system, the tariff headings for non-ferrous metal waste and scrap, which appear in the correspondence of the General Administration for Foreign Trade, were subject to a radiological control on export (the document code in document rule 711). Consequently, the customs services of the office of annexation must follow the same procedures in force when exporting waste and scrap of non-ferrous metals, to which are added the following procedures: – Compulsory control on the ground by the interests of the Center National Radiation Protection during the loading of goods, in connection with the control carried out by the customs services and the interests of the Technical Center for Mechanical and Electrical Industries
Consequently, the exporter must first contact each of the interests of the Center Technique des Industries Mécaniques et Electriques, as well as the interests of the National Center for Radiation Protection, to determine the date of the control, then inform the customs services of the office of annexation. in writing of that date at least three days before the date of the inspection.

-Presentation of a certificate stating that the goods to be exported are exempt from radiation from the National Center for Radiation Protection, according to the attached form,

– Complete the rest of the export procedures in accordance with the regulations and procedures in force.

– All the customs services concerned are invited to respect the content of this note and to inform the General Administration of Customs (Bureau of Legislation and Studies) of any difficulty in application.

Inauguration of the TECHLOG project at the MARLOG 11 conference & 2nd project steering committee meeting in Alexandria, Egypt 20 -21 March 2022

The Chamber of Commerce and Industry of Sfax, partner of the EU-funded TECHLOG project, participated in the launch conference of the TECHLOG project entitled “Cross-border cooperation for innovation in transport” within the framework of the session of Opening of MARLOG 11 (International Shipping and Logistics Conference), March 20, 2022.

 

During this conference, organized by the AASTMT Arab Academy For Science, Technology and Maritime Transport in cooperation with CEEBA – Confederation of Egyptian European Business Associations, the main actors of the transport sector in Egypt and the project partners from Italy, d Spain, Lebanon, Tunisia and Egypt were gathered.

2nd Cross-Border Microfinance Forum

MEDSt@rts, is a project that aims to promote a Mediterranean inclusive finance network in order to support the creation of business.

 

The Chamber of Commerce and Industry of Sfax organized the Second Cross-Border Forum of Microfinance on Thursday, March 03, 2022.

 

Sfax, Tunisia. Within the framework of MEDSt@rts cooperation project initiated by the European Union program ENI CBC MED 2014-2020, which it financed with 2,5 million (90% of its total budget which is 28 million Euros), the Chamber of Commerce and Industry of Sfax has just organized the 2nd Cross-border Microfinance Forum, on Thursday March 03, 2022.

 

The event which was held in the form of face to face meetings at the Borj Dhiafa hotel in Sfax in presence of officials from the Chamber, as well as MEDSt@rts partners, beneficiaries and actors. It represented an opportunity to reveal the first results of the mid-term project.

 

During her opening speech, the General Director of the Chamber of Commerce and Industry of Sfax, Ikram Makni, reminded that the objective of the MEDSt@rts project is to support Microfinance to facilitate the launch of new Mediterranean startups. She added that the project, which has reached an advanced stage, aims to create 75 new innovative startups, 15 in each concerned.country

 

Mrs Alessandra Feola for the Fondazione di Sardegna (Italy), leader of the MEDSt@rts project, represented the other partners of this project which are respectively: the SFIRS (Italy), the Chamber of Italo-Arab Cooperation (Italy), the Chamber of Commerce and Industry of Sfax (Tunisia), the Chamber of Commerce of ACHAIA (Greece), the Chamber of Commerce, Industry and Agriculture of Sidon and South Lebanon (Lebanon) and LEADERS International (Palestine). She indicated that the project aims to support young unbankable promoters in the five countries concerned, namely Tunisia, Italy, Palestine, Lebanon and Greece to launch their businesses.

 

The inaugural session also included the intervention of Mr. Fabrizio Paloni (coordinator of the Joint Technical Secretariat of the ENI CBC Med Program 2014-2020) and Mrs. Samira Rafrafi, national contact of the Program in Tunisia, who highlighted the importance of this project to support young people in the creation of their businesses.

 

 

The second session was dedicated to the presentation of the results of the first Cross-Border Microfinance Forum.

Interventions by Mrs. Rasha Hasoush from the Chamber of Commerce, Industry and Agriculture of Sidon and South Lebanon (Lebanon), Mrs. Sally Mushrara from LEADERS International (Palestine) and Mr. Riccardo Contu for the Chamber of Italian-Arab cooperation, made it possible to compare the first results obtained in each country and to participate in the development of a common strategy for a Mediterranean microfinance program, based on instruments and support services for new and innovative businesses.

The first panel addressed the theme of Digital Transformation in Microfinance, while the second one discussed the theme of Crowdfunding.

 

The debates that followed were an opportunity to disclose the testimonies of some beneficiaries of the project among the nine young Tunisians who have so far benefited from a thousand Euro funding.

 

The latter shared their experiences on the obstacles they had to face in order to obtain funding for their project due to the fact that they could not obtain a bank loan and that it was impossible for them to raise the necessary sums to start it.

 

The speakers welcomed the initiative of the MEDSt@rts project, which has made it possible to develop an innovative support model to facilitate access to financing for people who cannot obtain a bank loan.
